How to float an app

Open Settings → App Exceptions → Float in Window Modes.

Add the app.
Remove the app from that list to allow layout management again. For just one window, open Snap Wheel → More Actions → Window Behavior → Keep Floating, or create a rule for similar windows. Exclude from Staging is a separate control.
