Turn TabStack on, then drag a tab sideways along that pane’s tab strip to change tab order.

Bind Move Tab Left in Pane and Move Tab Right in Pane in Settings → Shortcuts. They start unassigned.

Select a tab and press either shortcut to move it one place. The tab stays selected and stops at either end.
