Steps

Turn TabStack on.
- 2
Drag a window and hold Option for Swap, or aim at the lower-center Swap zone without Option. That swaps the focused tab with the target pane’s selected tab.

Drag the tab-bar background and hold Option for Swap Panes to swap the whole stacks.
